Comparing Group Decision-Making Methods: Delphi vs. NGT

For this entry, I wanted to take a closer look at two group decision-making methods that often come up in foresight work: the Delphi technique and the Nominal Group Technique (NGT). Both approaches are structured, both reduce the chaos of open brainstorming, and both help groups reach meaningful conclusions—but they do it in very different ways.

Delphi Technique

The Delphi method is designed for situations where expert judgment matters and uncertainty is high. Instead of putting everyone in a room together, Delphi keeps participants separate and anonymous. Experts respond to a series of questionnaires, and after each round, a facilitator summarizes the results and sends them back for reconsideration. This cycle continues until the responses begin to stabilize.

What I like about Delphi is the anonymity. In real-world group settings, the loudest or most influential voice often shapes the entire discussion. Delphi removes that pressure and encourages more honest input. It’s especially useful for long-range forecasting—predicting technological change, political shifts, or emerging risks.

Nominal Group Technique (NGT)

NGT feels almost like the opposite of Delphi. Instead of anonymity, this method happens in a single structured meeting. Everyone generates ideas silently first, then takes turns sharing their ideas one by one. After clarifying and discussing the list, participants privately rank the ideas. The rankings are combined, and the highest-scoring options rise to the top.

This method is fast, efficient, and surprisingly democratic. It works best when a group needs to prioritize solutions or identify the most important issues. Unlike Delphi, NGT doesn’t try to predict the future—it tries to help people agree on practical next steps in the moment.

Similarities and Differences

Despite the different formats, both techniques share some core principles:

  • They prevent groupthink by adding structure.

  • They give everyone equal opportunity to contribute.

  • They depend on a neutral facilitator.

  • They produce outcomes that can be acted on immediately.

But the differences matter:

  • Delphi is anonymous; NGT is face-to-face.

  • Delphi takes days or weeks; NGT takes one session.

  • Delphi focuses on forecasting; NGT focuses on prioritizing.

  • Delphi relies on experts; NGT works with diverse participants.

In other words, neither method is “better”—they’re built for different purposes. If I were forecasting long-term cyber threats across DODIN-A, I’d choose Delphi. If I were sitting in a working group deciding which vulnerabilities to remediate first this month, I’d pick NGT.

Closing Thoughts

Both methods show just how important structure is in group decision-making. Without it, discussions drift, biases creep in, and the final decisions often reflect personalities rather than insights. With structure, even a diverse or contentious group can produce meaningful, defensible results.
